Sparks Street was supposed to play this role. I think applying these good ideas to revitalize Sparks Street makes more sense. Agree with Jane that the market which was wonderful has now failed. And until we bring it back to its former glory having the Parliamentary Precinct can't work as well as it could.
This sounds good, but if you look at the failure with what Ottawa has done to the Market, it’s difficult to see this working. Part of its success would be to finally get the O-Trains working and reliable. The security questions will over-ride all else, and Hill Secrutiy is the antithesis of people-friendly. There is also the question of where to direct the high volume of car/truck traffic that will be displaced: Centretown streets will need to be re-configured. Sustainable staffing is another issue, not just for tourists during the day and security night and day, but for management and programming. Presuming that the Feds would pay the cost? These are considerations, but the idea is a good one.

What a great article full of great ideas. I'd love to see a vibrant Wellington Street as imagined here.
